It is with great pleasure .................... presents this proposal for the IME 2004 system. In our
opinion, the development of this system will radically reduce the manual work
involved in the production and distribution of information, regulations and
directives between MOIM and the Lebanese municipalities. The system will
furthermore provide the possibility to handle accurate up-to-date reporting of
election results immediately after the voting has finished and the votes are
counted.
The project proposal is based on the knowledge we have
on similar systems in other countries and the information provided about
Lebanese routines and regulations. Detailed requirements for IME 2004 will be
established in cooperation with the MOIM to ensure the quality and usability of
the new system.
The price of the IME 2004 System is estimated to 2.78
million USD. ............................ is willing
to run this project as a BOT project with guaranteed financing from the
Norwegian Guarantee Institute for Export Credits (GIEK). .................. has discussed the project with the guarantee institute, and
the feedback so far has been very positive. The conditions for the guarantee
must, however, be discussed directly between GIEK and
Lebanese authorities. Financing costs are not included in the estimated price.
The IME 2004 project will be performed by a
combination of Norwegian and Lebanese IT professionals to ensure the best
possible result and to provide a good working environment for further
development of the system.
