It is with great pleasure .....................
presents this proposal for the National Civil State Information System. In our
opinion, the development of this system will bring Lebanon into a front
position in the region regarding computerized citizen information handling.
The project proposal is based on the knowledge we have
on similar systems in other countries and the information provided about
Lebanese routines and regulations. The ambitions of the project will be further
detailed in the first phases of the project, and the specifications will then
be established in cooperation with the MOIM to ensure the quality and usability
of the new system.
The price of the Civil State System is estimated to
79.7 million USD including one year operation after delivery.
..................... is willing to run this project as a BOT project with
guaranteed financing from the Norwegian Guarantee Institute for Export Credits
(GIEK). ................... has discussed the project
with the guarantee institute, and the feedback so far has been very positive.
The conditions for the guarantee must, however, be
discussed directly between GIEK and Lebanese authorities. Financing costs are
not included in the estimated price.
For the development of the NCSIS,
........................... will establish a subsidiary in Lebanon. Our
intention is to further develop this company to a hub also for other operations
in the Middle East and the Eastern Mediterranean area. The NCSIS project will
be performed by a combination of Norwegian and Lebanese IT professionals to
ensure the best possible result and to provide a good working maintenance
organization after the project is completed.
